The WODC has already sanctioned Rs. 30.00 crores and released Rs. 13.56 crores for this project on the assurances of the Hon'ble Chief Minister, that the equivalent amount will be released from CRF on this road by the Government of Orissa. The whole Plan and projects are prepared by the Works Department, executed by the Works Department and supervised by the Works Department. So far, we have not been involved directly in preparation of the projects or in the implementation. However, the WODC Members and Chairman, WODC are authorised to inspect all the projects including this one and suggest measures on the implementation, the quality and maintenance etc. The WODC had originally constituted a Works committee under the Chairmanship of the Expert Member, Er. Dillip Chandra Panda who had suggested for appointment of a full time consultant for monitoring the quality of construction in case of the road projects. However, in the 8th meeting of the Council the Hon'ble Members expressed serious reservations against the appointment of a Consultant. They were of the opinion that the Government machinery should be strengthened and instead a Chief Engineer and one Superintending Engineer should be brought on deputation to WODC to monitor the quality of construction of road projects. Some of them expressed that the Expert Member himself being an Ex-Chief Engineer and Ex-Secretary of Works Department is fully competent to monitor and supervise the works in his own capacity. However, this needs to be discussed at length and a decision taken. We need also a Consultant as there is no expert member for irrigation.
