Major Works : Assistance to SAMBALPURI BASTRALAYA (BARGARH, ORISSA)
 

Sambalpuri Bastralaya Handloom Cooperative Society Ltd., Bargarh the pioneer Handloom Institution of the state was established at Bargarh during the year 1954. It is the largest Primary Handloom Cooperative Society in the State and Country as well. Since its inception, it has been working as production and marketing society by providing impute and marketing support regularly to its weaver members under the Co-operative framework. This institution being a leading one in the state is widely known for its efficient commitment, for the up-liftmen of the Scheduled Caste and Scheduled Tribes and economically back-ward classes of the society including women. The society has been running on profit for a period of four decades till 1994, after which it has been running on losses due to heavy interest burden on cash credit loan and drastic cut off in sanction of Market Development Assistance. Due to non-renewal of cash credit limit during 2001-2002, the society has not been able to avail sufficient working capital to provide regular work to its members for which production has been suffered to a great extent during 2001-02 & 2002-03.

For revival and restructuring of the society a high level committee meeting was held on dt. 17.05.2003 under the kind Chairmanship of Hon’ble Chief Minister, crore by WODC to the society for providing regular works to the weavers. Accordingly WODC has sanctioned the said amount towards investment of Equity Share in the society and allowed to utilize the same in the following heads. The funds has been released in two phases i.e. Rs. 1.50 crore in Oct’2003 and the balance of Rs.2.00 crore during March’2004. The component wise utilization of funds up to 30.09.2004 is indicated below for kind perusal.

From the above statement, it is clearly observed that, the production and sales activities of the society had suffered a decreasing trend after 2000-01, which is mainly due to non-availability of sufficient working capital from the financing bank. As a result production to the tune of Rs. 177.02 lakh and Rs.343.93 lakh have been decreased during 2001-02 and 2002-03 respectively. In such a situation, society could have been able to produce maximum to the extent of Rs.500.00 lakh cloth during 2003-04. But the actual position was totally changed due to financial support provided by W.O.D.C. in 2 phases to the society. As a result it could be able to produce Rs.1004.47 lakh during 2003-04 and Rs.1032.53 lakh during the year 2004-05. Prior to receipt of W.O.D.C. fund, the society was unable to provide regular wages to its weaver members, as a result they have lost their faith on the activities of the society which was once again regain after receipt of W.O.D.C. fund by providing regular raw-materials and wages. After receipt of financial assistance, the functioning of the society has been improved a lot and it has been able to provide regular work to its weaver member residing in Western Orissa and thereby about 3940 weavers are able to get full time employment and also same no of weavers got part time employment through the society.

Moreover due to non availability of working capital the society had been forced to purchase raw-materials on credit basis by which the society had paid some higher amounts. But soon after receipt of W.O.D.C. fund the society has purchase raw-materials on cash payment below 5% of the previous rate which helps the society to earn operational profit to the extent of Rs. 10.67 lakh during the year 2003-04.

Besides the above, the society has been able to extract following benefits after availing from W.O.D.C.-

 
  1. Share capital base of the society has been increased of Rs.430.23 lakh in turn helps the society to borrow higher limit of working capital and to avail matching Central assistance under DDHPY.
  2. The society can be able to implement different development scheme meant for the poor weavers and one exportable project is being implemented by the society so as to enter into global market by diversifying its traditional product to the export oriented ones.
  3. The society has planned to modernize its accounts through fully computerized system to have a better inventory control.
  4. The society could not be able to renovate its show-rooms due to want of funds, but the assistance helps the society to renovate some of its show-rooms and purchase of mobile van for helping in marketing more of its products.
The assistance provide by the WODC to the society has already started showing its effect in terms of increase in turn-over and creation of more rural employment especially in Western Orissa. It has enabled the organization to bring back its glory and fame earned in the past.
