NOTE ON WESTERN ORISSA DEVELOPMENT COUNCIL AND ITS PRESENT ACTIVITIES.

 
1. CONSTITUTION OF WESTERN ORISSA DEVELOPMENT COUNCIL.
 
WODC ACT 1998.

The Western Orissa Development Council was constituted for the first time under the Western Orissa Development Council Act, 1998. This statutory body was created by the Government of Orissa for the over all development of Western Orissa comprising of 9 districts viz. Bargarh, Bolangir, Deogarh, Jharsuguda, Kalahandi, Nuapada, Sambalpur, Sonepur and Sundargarh. The State Government had also framed Western Orissa Development Council Rules, 1999 for carrying into effect the provisions of the Act. The Council, constituted under the aforesaid Act, had demanded more autonomy and powers to the Council under the provisions of the Act and Rules framed there under with a view to achieve the objectives

WODC ACT 2000.

Considering the demands of the legislators as well as the people of Western Orissa, the new Government, headed by Sri Naveen Patnaik enacted a new Act namely Western Orissa Development Council Act, 2000 (hereinafter called WODC Act), repealing the previous Western Orissa Development Council Act, 1998. The WODC Act, 2000 provided for the establishment of the Council for the accelerated development and advancement of 10 districts (including Boudh as new district) of the Western parts of Orissa. In this Act, the Council has been vested with powers for the social, economic, Educational and cultural advancement and development of the people, residing in those ten districts of the Western Orissa, with a view to removing the regional imbalances.

AMENDMENTS IN 2001 & 2003.

The Western Orissa Development Council Act was amended vide Orissa Act 8 of 2001 and Orissa Act 14 of 2003. Subsequently, Athamallik Sub-Division of Angul District has been included in the WODC area.

 

 
2. WORK PROGRAMME
 

The Government of Orissa have provided grant-in-aid to the Council for implementation of the different programmes of the Council as indicated below –

Against the total release of Rs. 411.14 crores towards the different development programmes Utilisation Certificates to the tune of Rs. 264.51 crores have been submitted to Government.

3. The achievements in different sectors are given below :-
 

(a) ROADS & COMMUNICATION – 1391 Nos. of projects pertaining to Rural works Division and other roads involving administrative approvals of Rs. 110.60 crores have been sanctioned for heavy repair of approximately 2010 Kms. of Road and Rs. 105.92 crores has been released. So far, the improvement of works of about 1560 Kms.  roads and construction of 160 culverts have been completed.         
                                                                                                                                   
Likewise for the roads under Roads & Building Department, 293 Nos. of projects involving administrative approval of about Rs. 65.49 crores have been sanctioned for heavy repair/improvement and widening of about 560 Kms. of R&B Roads and Rs. 60.89 crores released so far. Out of that roads, about 510 Kms has been completed.

(b) MINOR IRRIGATION– 439 Nos. of projects for improvement of the existing Minor Irrigation Projects and renovation of derelict M.I.Ps have been sanctioned involving estimated cost of about Rs. 58.56 crores for generation of additional aya-cut and stabilization of existing aya-cut of about 9000 acres and Rs. 53.65 crores have been released against this. So far, in respect of the completed projects, additional aya-cut of about 6700 acres has been achieved.                                                                                     

(c) CHECK DAMS –Construction of 630 new Check Dams / Diversion Weirs and Improvement of small MIPs involving estimated cost of about Rs. 55.79 Crores have been taken up and Rs. 50.77 crores has been released. So far, 250 projects have been completed by which ayacut of about 6700 acres has been generated.

(d) LIFT IRRIGATION –Installation of 606 river L.I. Points in different districts have been taken up involving estimated cost of Rs. 46.06 crores. Out of that, 380 points have been successfully installed and energized, creating aya-cut of about 17000 acres.



(e) IMPROVEMENT OF BANDHAS AND KATAS –The Council has also sanctioned funds of about Rs. 4.93 crores for improvement of 347 tanks and katas in the rural areas.

(f) RURAL ELECTRIFICATION –The council has sanctioned Rs. 22.90 crores for electrification of 648 villages. So far electrification of 350 villages / padas have been achieved.

(g) INFRASTRUCTURE GRANTS TO EDUCATION INSTITUTIONS –The Council has sanctioned Rs. 34.56 crores as infrastructure grants to 1824 Educational Institutions like; Primary Schools, High Schools & Colleges for construction of additional Class Rooms, renovation of buildings etc. Special Coaching classes for +2 Science students of SC/ST/BPL categories have been commenced in selected colleges of Western Orissa.

(h) HEALTH SECTOR –(i)In the health sector Quick Blood Count (QBC) machines have been supplied to all the District and Sub-Divisional Headquarters Hospitals of Western Orissa Districts as well as to the V.S.S. Medical College Hospital, Burla.

(ii)One Dialysis machine has been supplied to the V.S.S. Medical College and assistance of Rs. 60.00 lakhs has also been provided for the Cobalt Unit for treatment of Cancer.

Rs. 51.00 lakhs has also been sanctioned for improvement of the water supply and sanitation system of the Hostels of V.S.S. Medical College.    

(iii) Ten Auto Blood Analyser have been supplied to different Hospitals in Jharsuguda and Nuapada district at an expenditure of Rs. 43.50 lakh.                           

(iv)The Council has also sanctioned projects for construction of hospital buildings for the newly opened Medical Aid Centres.

(i) WATER SUPPLY SCHEMES AND TUBE WELLS –The Council has sanctioned Rs. 16.50 crores for sinking of Tube Wells and Pipe Water Supply Schemes. All the Tube Wells have been sunk and 38 Water Supply Schemes have been made functional.

(j) SOIL AMELIORATION PROGRAMME –A new programme in agriculture sector i.e. amelioration of acid soil was lunched. 13325 acres of acidic soil in 41 Blocks of 7 districts was treated with lime sludge of Paper Mill with an expenditure of Rs. 21.67 lakh. By this the productivity has increased by about 20% in the treated soil.

(K) AGRICULTURE -The Council has sanctioned Rs. 4.14 crores for establishment of Horticulture College at Chiplima, Rain Water Management Project at Village, Pua under Tarava Block and Rs. 3.21 crores has been released.

(l) ESTABLISHMENT OF MEDICAL COLLEGE–The Western Orissa Development Council, with the approval of the Government, is promoting establishment of three Medical Colleges and Hospitals at Bolangir, Rourkela and at Jaring in Kalahandi District through private sponsors. The Government have approved to provide 25 acres of premium free Government land for each Medical College. The Council has decided to give a grant of Rs. 10.00 crore for each Medical College on reimbursement basis towards the cost of infrastructure. The Government have constituted a High Level Committee under the Chairmanship of the Development Commissioner for selection of private party for establishment of Medical Colleges. The position as regards the progress for the individual Medical Colleges is given below.

Medical College at Jaring in Kalahandi District :-

M/s. Selvam Educational and Charitable Trust, Vadakangulam (Tamil Nadu) has been selected for establishment of Medical College and Hospital at Jaring a place 15 Kms.  from district Hqs of Kalahandi district. The construction of Medical College is at its culminating point.
                                                                                                     
Government in Health and Family Welfare Department had issued the essentiality certificate during 2008 in favour of this Trust for establishment of Medical College. However, this has not been renewed so far. After leasing out 25 acres of government land free of premium in favour of the Trust construction work has been going on.  Till date, 300 (Three hundred) bedded hospital building is completed already. 3 (Three) O.T., One major and two minors are also ready. 7 (Seven) bedded ICU and Causality outdoor are also ready for use. Although College building is completed, department-wise partition is in the pipeline. Hostel building for both male and female inmates are in progress and likely to be completed by August 2009. Another 3 (Three) storied building is in progress to accommodate residential doctors and faculty members. 9 (Nine) staff quarters are already constructed in order to accommodate to both doctors and staff nurse. One, two storied building having 16 rooms is already purchased at Bhawanipatna to accommodate Medical staff.

Considering the progress of works and on the recommendation of Collector, Kalahandi 7 installments of the grant amounting to Rs. 9.00 crores are already released towards reimbursement of the cost of construction in favour of the Trust.     
                      
The Trust has already obtained affiliation from Sambalpur University. However, the MCI team visited the College during May 2008, but the out come of the visit was not satisfactory. As a result, the trust is undergoing hard times both  for functioning of  Medical College and recruitment for the faculty members. In order to satisfy M.C.I. team at the time of their next visit due in September 2009 the trust is leaving no stone unturned. At present, there has been special drive for recruitment of faculty members as well as installation of Medical equipment in different departments.

Medical College at Bolangir :-

As per the recommendation of the High Level Committee, M/s. GSL Trust, Rajahmundary (A.P.) was selected for establishment of the Medical College at Bolangir & at Rourkela and M.O.U. was signed on 31.12.2003. Since this Trust did not commence the work despite repeated persuasions, the M.O.U. was cancelled in December 2004.
           
The High Level Committee again selected M/s. Jassar Dental Medical Education Health Foundation, Modi Nagar (U.P.) and M.O.U. was signed in 17.08.2005 for setting up of both the Medical Colleges of Bolangir and Rourkela. The Party also did not commence the work and as such the M.O.U. was to be abrogated in April 2006.                       
The Government decided that fresh selection process should be taken up for setting up of the Medical Colleges both at Bolangir and Rourkela. As such advertisement was issued inviting offers from interested private parties in May 2006 and the High Level Committee recommended to select Sri Balaji Educational and Charitable Public Trust, Pondicherry to set up the Medical College at Bolangir. The M.O.U. in this regard has been signed between the Council and the above Trust on 06.10.2006. The Trust has also furnished a performance Bank Guarantee of Rs. 1.00 crore in support of the M.O.U. between the Trust and W.O.D.C.

On persuasion to start the work at the selected site pending sanction of the lease of land, the Chairman of Sri Balaji Trust declined to start the work till the lease of land was sanctioned and the lease agreement executed. In the mean time although the lease of 25 acres of land at Bolangir has been sanctioned by the Government the Trust didn’t take any step towards commencement of the work.

On the other hand the party took the plea of refusal to pay  Rs. 64.62 lakhs towards the cost of stamp duty and Rs. 1.47 lakhs every year towards rent for the lease. The Trust requested to waive ground rent levied for 25 acres of government land. He also requested for further allotment of 15 acres of land adjacent to the selection of the site and enhancement of the grant from Rs. 10.00 crores to Rs. 20.00 crores. These demands were not tenable for WODC as it was not a part of the MOU. Subsequently, vide letter No.

1943/WODC Dt. 06.08.2008, the MOU Dt. 06.10.2006 between Sri Balaji Educational and Charitable Public Trust, Pondicherry and WODC was cancelled because of non commencement of project work by the Trust at the selected site at Bolangir. Resultantly, fresh advertisements were floated in both Oriya and English News paper in inviting expressions of interest from fresh party by 30-11-2008. Accordingly, 6 (six) different parties have shown interest for setting up of Medical College through their personal drive and initiative. The High Level Committee was conveyed on 29-12-2008 under the chairmanship of Development Commissioner to select a new party for the purpose. But the High Level Committee decided to seek legal opinion either from an advocate or from Law Department if, whether there is any legal impediment for selection of a private sponsor. This has been more due to the Writ Petition No. 13022/2008 field by Sri Balaji Educational and Charitable Public Trust, Pondicherry before the Hon’ble High Court, Orissa in response to the invocation of Bank Guarantee of Rs. 1.00 crore by WODC against the Trust. 


Medical College at Rourkela :-                                                                                            

Consequent upon P&C Department letter No. 8609 Dt.04.06.2008 incorporating the decision of the state government to entrust Vigyan Bharati Charitable Trust, Bhubaneswar to set up 100 (One hundred) capacity intake  Medical College and a teaching hospital at Rourkela, steps were ahead for providing 25 acres of government land free of premium to the party mentioned above. Accordingly, advance land possession of 25 acres comprising 15.090 of RGH land, 4.910 of govt. land adjacent to RGH land in RTU No. 42 and 5 acres in RTU No. 4 (Chhend) were handed over possession by Tahasildar, Rourkela to Vigyan Bharati Charitable Trust on 06.04.2009 for construction of Medical College and Hospital in Rourkela. WODC would reimburse Rs. 10.00 crores in a phased manner favour of the trust towards creation of infrastructure satisfactorily and the 1st instalment would begin only after completion of minimum construction work worth of Rs. 5.00 crores. The grant will be released maximum upto 25% of the total expenditure incurred towards creation of immovable infrastructure as per recommendation of Assessment Committee of WODC. As such the work is now in progress.
